This document outlines the official voting policies and guidelines for Inner Wheel District 911 elections. All voting delegates, deputies, and candidates are required to familiarize themselves with these policies to ensure a fair, transparent, and compliant election process.
Do's - Voting Delegate Requirements
1. Two Voting Delegates Per Club
Each club is entitled to appoint exactly two voting delegates to represent them in District elections. This ensures balanced and fair representation across all clubs within District 911.
Key Points:
- Each club must designate two primary voting delegates
- Both delegates have equal voting rights
- Delegates represent the collective voice of their club
2. One Vote Per Delegate
Each voting delegate is entitled to cast one vote only in the election process.

- No delegate may cast multiple votes
- Each vote carries equal weight
- Voting rights are non-transferable
3. Voting Delegate Qualifications
All voting delegates and their deputies must meet the following qualification:
Required Experience: Must have served on a Club Executive Committee for at least one (1) year at the time of nomination.
Purpose: This requirement ensures that delegates have adequate knowledge and experience of Inner Wheel operations, governance structures, and organizational values.
4. Appointment of Deputy Delegates
Clubs should appoint deputy delegates who meet the same qualification requirements as primary delegates.
Key Points:
- Deputies must have the same one-year executive committee experience
- Deputies can act in the absence of primary delegates
- This ensures continuous representation for each club
Don'ts - Important Restrictions
1. No Dual Committee Service
Critical Rule: A candidate for an office on a District Executive Committee must not serve at the same time on her Club Committee.
Explanation:
- Members must choose between District-level and Club-level service
- This prevents conflicts of interest
- Ensures full commitment to the respective role
- Maintains clear lines of accountability
Example: If you are nominated for District Treasurer, you must resign from any position on your Club Committee before taking office.
2. Do Not Nominate Unqualified Delegates
Prohibition: Do not nominate voting delegates or deputies who have not served on a Club Executive Committee for at least one year.

- Maintains the integrity of the election process
- Upholds Inner Wheel standards and traditions
3. Do Not Exceed Voting Entitlements
Prohibition: Clubs may not send more than two voting delegates or attempt to cast more than two votes per club.

- May result in disqualification from the voting process
Special Provisions
District Division - Qualification Transfer
In the event of a District division, special provisions apply regarding member qualifications:
Policy: Where a District divides, members of the new District may carry forward into the new District their qualifications held in the old District.
What This Means:
- Members do not lose their earned qualifications when a District divides
- Experience and service in the original District are recognized and honored
- Continuity of leadership and expertise is maintained
- No need to restart qualification timelines
Example: If you served as Club Secretary for two years in the original District, and your club becomes part of a new District, your two years of executive committee experience transfers to the new District for voting delegate eligibility purposes.
Eligibility Requirements for Voting Delegates
Before nominating or accepting appointment as a voting delegate, ensure that:
- You have served on a Club Executive Committee for at least one year
- You are one of only two delegates appointed by your club
- You understand you have one vote only
- If nominated for District Executive Committee, you will resign from your Club Committee
